Community Infrastructure Levy

A Community Infrastructure Levy (CIL) is a charge that local authorities in England and Wales can impose on new developments to raise funds for local infrastructure.  
  • Purpose
    The money raised from the CIL can be used to pay for infrastructure that supports new development, such as transport schemes, green spaces, improvements to community buildings and maintenance of new infrastructure. 

  • How it’s charged
    The CIL is charged per square meter on new developments, and applies to new dwellings of any size, as well as any development where the internal area of a new building, extension, or change of use exceeds 100 square meters. 

  • Who pays
    All relevant developments receiving planning permission are liable for CIL, including applications registered prior to the adoption of CIL and applications granted at appeal. 

  • How the amount is determined
    The amount of CIL liability depends on factors such as the location of the development, the type of use proposed, and the amount of floorspace being created or lost.
    The principle behind CIL is that most development has some impact on infrastructure and should contribute to the cost of providing or improving infrastructure.
